When a visitor comes to your site, how likely are they to be able to do what they came for and do it fast? Have you designed the path that you want them to follow through your site or are you hoping that they'll figure it out somehow?
A website is not printed material that is likely to be read through in a front-to-back way - it is elastic and flexible and a visitor can move around depending on what catches their attention.
A good website will have a design that helps a visitor to get to what they want fast, without ever feeling your hand guiding them to the parts of your site that are most profitable for you.
Some examples of good website strategy elements would be things like 'recommended items' or 'similar items', customer reviews, multiple options for navigation, customer surveys, 'Buy Now' buttons, 'View Cart' buttons, easy access to customer service information, a privacy policy, etc.
You should combine website strategy with good web analytics to get the best results.
